Shunde double-skin milk visit turns heritage dessert into a rights class
Foshan market regulator and consumer council hosted the Shunde session of a safe-consumption workshop; 30 residents visited Minxin Laopu's double-skin milk museum and learned the new Guangdong consumer rules.
According to Foodmate News, the Shunde session of the "2026 Foshan Safe Consumption Lecture and Consumer Rights Experience Visit" was held under the theme "Improving Consumption Quality, Polishing the Foshan Brand." It was hosted by the Foshan Municipal Administration for Market Regulation and the Foshan Consumers Council, co-organized by the Shunde District Administration for Market Regulation, and supported by Minxin Laopu. Thirty residents interested in food safety, heritage foods and everyday dining took part, visiting the Minxin Laopu Double-Skin Milk Museum and the Double-Skin Milk Building.
The archive shows the event explained the upcoming Regulations on the Protection of Consumer Rights and Interests of Guangdong Province (effective October 1, 2026). Article 16 requires written contracts for prepaid business specifying quantity and quality, price, performance period, refund method and liability for breach; businesses that close or relocate must notify customers 30 days in advance by phone, SMS or instant messaging; retail, catering, beauty, fitness, training, elderly care and domestic service sectors must also provide channels to check balances and transaction records. Article 19 states delivered food must be sealed and not restorable once opened; if the seal is damaged, riders may refuse delivery and consumers may refuse acceptance. For elderly consumers, the event covered the rule that products may be returned without reason within 7 days of receipt, provided goods are intact and gifts are returned together.
The event also covered the craft and ingredients behind double-skin milk: the technique was added to Guangdong's seventh batch of provincial intangible cultural heritage in 2018; a related group standard specifies water buffalo milk at 60%–78%, egg liquid at 12%–20% and white sugar at 10%–20%, with no food additives used and a supply agreement signed with the water buffalo milk supplier. Minxin was founded in 1925 by Dong Xiaohua of Baishi Village, Daliang, Shunde, under the motto "a business cannot stand without trust." These figures describe the formulation range in a group standard; the archive contains no sampling conclusions or non-compliance findings.
On complaint channels, the event noted consumers can call 12315 or 12345, or file complaints online via the national 12315 platform. This archive contains no sampling, penalty or health-risk information about the company or product, and no source conflicts; the report is consumer education and rights knowledge.
In terms of scope, the event was hosted by municipal regulators and the consumer council and co-organized at district level, targeting ordinary residents, and the clauses explained on prepayment, delivery seals and returns for elderly consumers apply to everyday retail and dining settings, giving it some reference value for local consumers. Consumers may focus on written contracts and balance-checking rights in prepaid consumption, check whether delivery seals are intact, and raise disputes through the official channels above.
